What to expect

This course provides a first-principles overview of accessible parking supply and demand, from the two perspectives of transport authorities (and private providers) who supply it, and from the population of people who rely on these spaces.

 It begins with the perspectives of people who need accessible parking: the kinds of journeys and activities that mobility parking serve, the population age structure and activity limitations, and how that population varies in different places. The discussion will include insights from surveys of New Zealand accessible parking permit holders, with discussion of similarities and differences between New Zealand and Australian experiences.

Examples of Australian rules and regulations about accessible parking will be presented, including the reasons for standards and dimensions. The presentation will include discussion of enforcement of accessible parking, including abuse and misuse of these spaces. It will also talk through the role of pick-up and drop-off as complementary to accessible parking.

The changing needs of people will be discussed, including technology and the relationship between ageing populations, and accessible parking demand. These needs will be discussed alongside pressing asset constraints facing public and private suppliers of parking.

The importance of a focus on access to opportunity as the goal of transport policy and planning, in contrast to managing mobility, will thread through this seminar. The gaps in data will be presented and interrogated with comparison to other transport policy objectives, and how investment is directed. 

This session is ideal for professionals working within, or adjacent to accessibility; asset managers and auditors; engineers and planners, those who work on policy related to transport, disability and health; as well as advocates and others with an interest in transport and inclusion.

• Describe the purpose of accessible parking and why it exists
• Understand and articulate variation in the characteristics and needs of people who rely on accessible parking, including pick-up/drop-off
• Explain the rationale for different components of an accessible car park
•   Apply accessible parking principles to decisions about where to locate accessible parking
• Explain methods for understanding a local community of accessible parking users, including how to use those insights to inform local parking decisions
•  Identify gaps in transport policy and measurement when it comes to equity and inclusion, with respect to the role of accessible parking in communities

This course is designed as a broad, principles-based introduction to the need for and supply of accessible parking. It will be of interest to many professionals, including:

• Early-career professionals and graduates entering transport planning, traffic engineering or urban planning
• More experienced asset managers, engineers and transport planners, who work on policy or design related to transport
• Local government officers involved in parking operations, compliance or precinct parking
• Urban planners and development planners working on Activity Centres, precincts or development assessment
• Facilities and asset managers responsible for parking provision and management
• Individual professionals with a disability and disability advocates who have an intrest in undertsanding and current raitionale and reality when it comes to accessible parking provision
