What to expect

Transport policy rarely fails due to weak evidence or poor technical design. More often, it falters at the point where political risk, executive accountability and public legitimacy intersect.

Drawing on more than 25 years leading and advising transport policy and road safety reform across government and industry - including the delivery of world-first legislative and enforcement initiatives - this session explores why well-intentioned transport strategies stall, soften or fail during implementation.

The presentation reframes transport policy as a decision and influence discipline, not simply a planning exercise. It examines how governance structures, organisational alignment and narrative framing shape whether transport policies are endorsed, defended and sustained by senior leaders.

Participants will gain practical insight into how executives and ministers assess risk beyond cost–benefit analysis, and why strategies and policies that cannot be clearly articulated or defended under scrutiny rarely progress, regardless of the evidence base.

The session introduces a practical lens for designing transport policy that decision-makers can support publicly and politically, while retaining technical integrity. It will be of particular value to policy and strategy professionals, planners, advisors and consultants working at the interface between policy development and delivery in complex transport environments.
